A Busy, but Poorly Functioning Intersection
The North York Road/Harger Road intersection was restricted to right-in/right-out only access. Therefore, motorists traveling eastbound on Harger Road and northbound on York Road would need to take lengthy routes involving significant adverse travel distance. There was also significant demand for westbound movement along Harger Road due to an I-88 entrance ramp just west of the York Road intersection.
Creating Connectivity
The at-grade Salt Creek Trail crossing of Harger Road was undesirable because of large volumes of high-speed traffic at a location that was very close to the I-88 westbound on-ramp from Harger Road. Predicted increases in traffic volumes would result in increased trail user exposure to vehicular conflicts at this crossing, and roadway widening improvements along Harger Road would increase the crossing distances required of users to enter the forest preserve.
Bike and Pedestrian Improvements
In addition to the intersection improvements, the project included improvements to the Salt Creek Trail and its crossing of Harger Road with a new underpass to separate pedestrians and bicyclists from vehicular traffic. Civiltech completed Phase I, Phase II, and Phase III Engineering services to improve vehicular access, pedestrian and bicyclist connectivity, and user safety at York Road and Harger Road.
Nature-based Solutions
With Nature-based Solutions design approaches, the project enhances access to natural areas.

Additional Services
The project involved coordination with IDOT, the Illinois Tollway, the Forest Preserve District of DuPage County, and other local agencies and stakeholders. Construction Engineering services included full inspection, layout verification, and project documentation following both Village and IDOT requirements.
