Improving Traffic Capacity and Mobility through Key Commercial Corridors
This project consisted of widening and resurfacing approximately 0.7 miles of Lakeview Parkway from Fairway Drive to Center Drive. The purpose and need of these improvements was to increase the capacity of the existing roadway to accommodate future traffic growth, address safety concerns, improve pavement condition, and improve pedestrian and bicycle facility connectivity and condition.
Widening a Complex Intersection
The improvement included widening the intersection with IL Route 60 to provide 2 through lanes in each direction with dual left turn lanes on Lakeview Parkway and lengthened turn lanes on IL Route 60. Sidewalk and bike path improvements were included to meet ADA requirements.
Following Federal-aid Guidelines
Although the Phase I was funded locally, Civiltech and the Village of Vernon Hills worked with the Illinois Department of Transportation to follow Federal-aid guidelines to remain eligible to use Surface Transportation Program (STP) funds. A Project Development Report was prepared and a State approved Categorical Exclusion was granted.
Phase II Engineering
Phase II engineering was federally funded. In-house appraisals were completed for 6 commercial properties, including multi-tenant parcels. Existing utility easements required close coordination with each utility company to minimize impacts.
Construction Engineering
Civiltech completed the project by performing Phase III Construction Engineering services. The project was let through IDOT due to the use of federal funds, and their complex requirements were followed meticulously. Our CE team ensured a smooth pavement, which is difficult on widening projects, by repeatedly shooting grades during paving.
